Agile Development and Earned Value Management for Government Programs

Government programs are increasing their effectiveness and efficiency through Agile Development and Earned Value Management. These Government programs are now requiring industry-recognized standards and regulations.

Let me pose a serious question—Does your professional survival depend on your complete understanding of the following statements and their full ramifications?

  • Application of the Earned Value Management System (EVMS) is required for major acquisitions, in accordance with Office of Management and Budget (OMB) Circular A-11…
  • Application of EVMS must be in compliance with the American National Standards Institute /Electronics Industries Alliance (ANSI/EIA) Standard-748…
  • Use of EVMS is prescribed in DoD Instruction 5000.02 and DFARS Subpart 234.2…
  • EVMS must be formally validated and accepted by Defense Contract Management Agency (DCMA) (per paragraph 11.3.1.5)…

If so, and you have questions about these topics and their application or about the questions listed below—let us help you remove the cloudiness and uncertainty of the ins and outs of Earned Value Management (EVM) and EVM systems, including Agile Development techniques.

So, why is understanding Agile and EVM so important for Government Projects and Programs?

Use of Agile Development Methodologies is rapidly growing in popularity in the federal government. This trend is largely driven by the desire to meet customer mission-critical requirements faster and deliver business value. However, the complexity of government programs presents several challenges when deploying and utilizing an agile development methodology.

This one day interactive workshop presented by KM Systems Group (KMSG) includes classroom instruction, practical examples, and exercises. An overview of Agile and EVM fundamentals is presented as well as the benefits of combining these popular disciplines. In addition, we will provide a framework for planning, measuring performance, and forecasting for government programs using Agile and EVM.

This workshop is designed to help your organization answer these questions:

  • How do I ensure I do not burden my agile development team with unnecessary project scheduling, statusing, change management, and reporting?
  • How do I realize the significant benefits of an agile development methodology while still complying with OMB, agency, or program performance reporting requirements?
  • How do I manage the entire program and not just the work managed using an agile development methodology?
  • How do I measure the impact to my overall program deliverable if projects and releases are delayed or ‘must have’ functionality is deferred to a subsequent release?
  • My stakeholders want to know much it is going to cost and when will we be done. How do I track costs and forecast my cost at completion?

In addition to answering the above, you will learn:

  • The significant benefits of modular development using an agile development methodology
  • Complying with OMB, agency, or program performance reporting requirements
  • The benefits of using EVM in conjunction with an agile development methodology
  • How to implement a simple methodology for Agile EVM using standard tools

Who should attend? Executive and project team members who are responsible for:

  • Project Management
  • Project Planning and Scheduling
  • Resource Management
  • Technical Performance
  • Project Controls
  • Project Analysis
  • Project Accounting
