The Final rule is pending publication in the Federal Register. This proposed rule updates the regulations implementing Section 3. Section 3 proposed rule ensures that Public Housing Authorities and other HUD grantees implement consistent procedures determining which residents and businesses to count towards Section 3 compliance.
